I assisted in the design of a constructed wetland for wastewater treatment at the University of Georgia Ecolodge San Luis & Research Station. The wetland was intended to treat wastewater for several newly constructed buildings at the Ecolodge. In addition, I developed a recommendation manual for monitoring wetland performance as a service-learning opportunity for students at the Ecolodge. The wetlands system may also be used as a demonstration project for building capacity of surrounding communities for designing, constructing, and operating constructed wetlands for community wastewater treatment. These activities encompassed international applied research, international technical assistance, capacity building, and international service-learning.

I undertake research on past changes in climate in several countries including China, Egypt Namibia, Botswana, South Africa, Zimbabwe, India, Mexico etc. I have also been the PI of a Binational Fulbright agreement between Ain Shams University Geography Department and Geography at UGA. My research explores the relict landforms that are indicative of past climates. I am particularly interested in desert and cave environments. I also work with archaeologists in S. Africa, Namibia, and Botswana to reconstruct environments relating to their findings.
I currently collaborate with officials of the Namibian National Museum in Windhoek, Namibia, the McGregor Museum in Kimberley, S. Africa, and the Florisbad Museum in Bloemfontein, S. Africa.

Dr. Brooks' program in the International Center for Democratic Governance focuses primarily on assisting government, nongovernmental organizations (NGOs), and the private sector in work related to sustainable rural economic development policies and practices. He has expertise in strategic planning for economic development and in the development of policies and practices that support rural development and heritage tourism related development activities. Dr. Brooks’ economic development work has had significant impact in Georgia and the world resulting in the creation of innovative economic development organizations, new jobs, and a tangible economic development infrastructure. Dr. Brooks has conducted over 100 community-level economic development studies in Georgia and generated over $2,350,000 to support his work program. With the advent of the World Trade Organization, international commerce in agricultural animal products has increased dramatically. Today, the only barrier to being able to export live animals, meat, milk, or eggs, is sanitary. Consequently, controlling animal diseases and ensuring adequate surveillance have become priorities for departments and ministries of agriculture. My involvement has been to work developing adequate awareness and expertise surrounding these issues.

Other International Interests: I am interested in collaborating in any area of West and Northwest Africa, or along the Swahili Coast, especially Kenya. My current research focuses on how race, ethnicity, gender and religion shaped slavery in pre-colonial West Africa, and how these same factors affected the slow process of abolition during the period of European (mainly French) colonialism.

I specialize in the history of Islamic West Africa, and have spent about two years conducting research in Mauritania and Mali. I have also conducted research for short periods in Senegal, Morocco, France, and Kenya. My primary research languages (reading) are Standard Classical Arabic and French. I speak French with near fluency and have intermediate skills in Hassaniyya Arabic (Mauritania) and basic conversational skills in Standard Classical Arabic, Kiswahili, and West African Pidgin English (Cameroun and Nigeria). From 1984 through 1986 I served in the Peace Corps in Cameroun, after being trained for three months in eastern Zaire. After my Peace Corps service I traveled through West Africa for several months. From 1990 through 1992 I conducted dissertation research in the southern Saharan regions of Mauritania and Mali. Since 1992 I have conducted research in several African countries for short periods during the summers.

I have tried to select countries in which I have had some professional experiences--either through conferences or collaborative research.
My most extensive foreign experiences have been most recently with South Korea. I have spent the last two summers there doing teacher training in collaboration with several universities, school systems, and the Korean educational institute, KEDI. From this, UGA now has a sister university in South Korea and UGA has hosted 8 groups of Korean educators for training here. I am in the planning process of associating the Torrance Center for Creativity and Talent Development with an Educational Corporation there, too.
The next most extensive experience has been with Finland. I taught a class there at the University of Tampere in Hameenlinna, gave talks there for two summers, and did some collaborative research.

Other International Interests: The Sirex woodwasp-fungus complex is a major problem for commercial conifer production worldwide and I welcome research partners from any country wishing to be involved on this nascent project.
Family and personal matters take me to Brazil on a regular basis -- at least once each year. This personal connection has provided me with a strong interest in developing research projects and exchanges with researchers in Brazil and other parts of South America. Projects related to any of the fields of specialization noted above would be of interest.

With funding provided by the National Science Foundation (NSF PASI program) I organized and hosted an intensive two-week bioinformatics training workshop in Montevideo, Uruguay in 2004. Instructors were experts in agricultural genomics and bioinformatics recruited from academic and private research organizations in South America and the United States.
Current efforts are focused on developing a cooperative research project with researchers from the Forest and Agriculture Biotechnology Institute (FABI) at the University of Pretoria (South Africa) to use functional genomics approaches to understanding the molecular and genetic interactions between North America pine tree species (Pinus taeda), the European woodwasp (Sirex noctilio), the fungal pathogen spread by the wasp (Amylostereum areolatum), and the nematode used as a biocontrol agent for the wasp-fungus complex (Deladenus siricidicola).

Specialization: I have over 20 years of experience in senior management positions involving international trade. These have included Director of the International Trade Division at the Georgia Department of Industry, Trade & Tourism, Executive Director of the American Building Products Export Council (DC), and British Commercial Vice-Consul (Atlanta), etc. I have directed major private and public sector marketing and business development programs in Europe, Asia, and Latin America. I am also a registered architect.
Other International Interests: I believe my practical experience with international marketing and business development could prove an assest to projects with such elements. This might also include projects requiring in-country training in enterprise and/or construction technology.
I have also authored a number of successful proposals to the US Department of Commerce and USAID for such work totaling over $4.5 million. This might prove useful to proposal development teams.
Finally, my masters thesis was on solar energy building design, and during the Carter Administration I served as the Head of Building Research Applications at the Southern Solar Energy Center, in Atlanta. Under that program, we built more than 250 solar and low energy buildings throughout the Southeast US, Puerto Rico, and the US Virgin Islands.

My international experience since 1984 has primarily focused on the global marketing of goods and services. I have held both private and public positions, and have performed work on behalf of numerous private clients and the Finnish, British, US, and State of Georgia governments. This work has included assessing product export potential; adapting products to meet foreign standards and preferences; establishing international sales & distribution networks; and identifying overseas business partners, distributors, representatives, and acquisition targets.
I have also directed major overseas enterprise and technology transfer programs for the US Department of Commerce (1989-1994), including post-communist enterprise development in Eastern Europe and the former Soviet Union. This work involved over 125 major US building product manufacturers, and included in-country demonstration construction projects, as well as vocational and business training.

Other International Interests: Brian Paul Freese joined the Department of Public Administration & Policy with the School of Public and International Affairs at The University of Georgia in the summer of 2005 after a ten-year career in local government and economic development. He now serves as the Graduate Applicant Services Coordinator and Assistant to the Director of Graduate Programs. He is also pursuing his Doctor of Philosophy degree in with a research emphasis on the role and economic impact of higher education in regional and state economic development through the advancement of human capital.
Freese has a Master of Public Policy and Administration from Mississippi State University where he graduated with distinction and a Bachelor of Arts in Political Science and International Studies from the College of Charleston, South Carolina. He has also completed post-graduate coursework at the University of Mississippi at Oxford.
Before joining UGA, he served as Director of Economic Development for the City of Marietta, Georgia from 2001 until 2004. That position followed six years in public service as Economic Development Administrator and in other professional capacities for the Unified Government of Athens-Clarke County, Georgia from 1996 to 2001.
Freese also served as the interim Executive Director of the Marietta Redevelopment Corporation from inception in winter 2002 until fall 2003. As interim Executive Director, he managed the day-to-day operations of the public-private partnership and successfully initiated the local government's first Tax Allocation District for the redevelopment of two former public housing sites near the city-center.
Freese graduated in 2005 from the University of Oklahoma’s Economic Development Institute, the premier economic development training program in the nation. He also graduated from the 32nd Annual Economic Development Course at the Georgia Institute of Technology in 1999. He is a certified by the National Development Council as an Economic Development Finance Professional. The International Economic Development Council endorses this certification.
Freese has been contributing his time in support of The University of Georgia since coming to Athens in 1996. In 1999, he served on the Committee on Research and the Undergraduate Experience as part of the 1999-2000 Self-Study for Reaccreditation. From 1999 through 2001, he volunteered his time as a loaned executive with the Carl Vinson Institute of Government to participate with International Center for Democratic Governance’s consulting efforts in Kamyanets-Podilsky, Ukraine under the direction of Dr. Dan Durning.
Freese is also an active member of the International Economic Development Council, the Southern Economic Development Council, the Georgia Economic Developers Association, and the American Planning Association. As a member of the Georgia Economic Developers Association he has served on a number of policy committees including Transportation and Existing Industry.
Freese owns a home in Athens, Georgia.

I have work for 3 years (2001-2004) for the USDA Marketing Assistance Project in Armenia as a marketing specialist and at the Agribusiness Teaching Center (ATC) of the Armenian State Agrarian University (ASAU), which is sponsored by USDA MAP.
At USDA MAP, I was in charge of designing and implementing various marketing projects aimed at introducing and promoting new agricultural products in the Armenian market and coordinated the operations of the Masters Cheese Makers School in one of the regions in Armenia and the only one in the Caucasus region that attracted trainees from both Armenia and Rep. of Georgia.
While part of the ATC’s faculty, I was teaching two courses (Microeconomics and International Trade and Policy), directing student internships and field trips, and was actively involved in the process of finalizing ATC’s curriculum, strategic plan and operational policies. More specifically, I was working with the faculty/administration of the ASAU to finalize ATC’s curriculum, course syllabi, and the format and content of the State examinations for the seniors. Additionally, I was part of the ATC team that traveled to Rep. of Georgia to develop cooperation between ASAU/ATC and Georgian State Agrarian Universities in Tbilisi and Batumi.
In 2003 I was the co-author (with Ms. Susanna Mezhlumyan) of the project proposal to DAAD that took 30 students from the ATC for a 2 week-long internship and tour to the German agribusinesses.
In 2004 I was the co-author of the grant proposal for establishing the first Career Center among State Universities in Armenia at ASAU. The proposal developed by me and my colleague (Ms. Susanna Mezhlumyan) has been funded for 3 years by the Eurasia Foundation and the Cafesjian Family Foundation. In its early months of operation, I worked with the alumni and Center administration as well as other parties to strengthen the potential of the Center. Later I served as the Advisor to the Center.
Currently I am assisting UGA ISPO Director, Dr. Glenn Ames, in the development and management of the UGA Study Abroad Program in Armenia.

This was a joint three-year project between the International Reading Association and the Soros Foundation to implement strategies for critical thinking. I presented critical thinking courses to teachers, met with representatives of the Ministry of Education and university faculty to discuss wider implementation of the program, and conducted research in the Estonian educational system. I have also served as a trainer for the Critical Thinking in Higher Education Workshop, Prague, Czech Republic. I also presented seminars on critical thinking in higher education for professors, graduate students, and pre-service teachers in Tallinn, Estonia, and in Budapest, Hungary.

USAF Attorney in NATO base in Turkey 1974-76; LL.M. degree at London School of Economics in international economic law 1977-1978; international banking projects in Latin America and Middle East in late 70's -early 80's; as a member of US Congress, member of North Atlantic Assembly (NATO's legislative advisory body) 1993-94 - attended meetings in Berlin and Copenhagen and monitored the first parliamentary (Duma) elections in Russia in December, 1993; conducted seminars for new members of parliament in Bangladesh under a U.S. State Department grant and gave lectures in Ukraine and Slovakia to new elected parliamentary representatives on democratic process in 1995. From 1998 through 2000 served as chief textile negotiator with the rank of Ambassador in the Office of U.S. Trade Representative in the Executive Office of the President and negotiated trade agreements with around ten countries and several trade disputes under the procedures of the World Trade Organization in Geneva. Among the countries where I spent significant time during this period on bilateral trade issues were China, Hong Kong, Cambodia, Turkey, Macedonia, Romania, India, and Pakistan. I was on the negotiating team that brought China into the WTO in 1999. In private practice from August 2000 until June 2004, I represented a number of foreign business groups and soveriegn interests including the government of Hong Kong and interests in Turkey and Bangladesh. In December of 2001, I attended the WTO Ministerial meeting in Doha, Quatar, as a member of the Bangladesh Delegation acting as an advisor to their government.
Since arriving at the Rusk Center in July of 2004, I have concentrated on trade and China issues. We have held a conference, co-sponsored with the College of Agriculture, on Agriculture and the WTO in November of 2004 and a conference on US-China Trade in April of 2005. We have participated with International Public Service and Outreach on a project in Uganda to assist its textile producers in taking advantage of the provisions of the U.S. Africa Growth and Opportunity Act.
We are presently creating a study abroad program in China at Tsinghua University in Beijing and Fudan University in Shanghai beginning next summer (May29-June16). It will be a 3 credit hour program for the study of trade law and an introduction to Chinese commercial law.

In 1981 I did a six-week lecture tour in Japan sponsored by the Japan Society for the Promotion of Science. In 1969 I gave a two-week course at the University of North Queensland in Townsville, Australia. I have participated in four scientific conferences in Russia since the downfall of the Soviet Union. I have also made a scientific trip to the State University of Moldova (2001) but my efforts to get research funding for collaboration with Moldova have not yet been successful.

• Bombay, India study and new collaboration: In collaboration with colleagues from Bombay, UGA, and CDC, my graduate student and I conducted a 1.5 year “service-based learning” research study of childhood blood lead contamination and related air pollution in Bombay in 2003 and 2004.
• Baguio City, Philippines study and new collaboration: In collaboration with colleagues from the UGA College of Environment and Design (Dr. Mary Anne Akers Alabanza) and Kennesaw State University, my students (two EHS MS graduate students and one undergraduate EHS intern) and I conducted a Dec 2004 study titled: Ambient and Residential Air Pollution Exposure Assessment in Baguio City, Philippines. The study went very well. We are exploring the possibility of using the data we collected to develop a proposal for WHO and or other potential sources of funding to study human health related to air pollution exposures in this heavily polluted city.

• Delivered an invited presentation to a panel of experts visiting the James M. China and research to use ecosystem modeling to evaluate the impacts of aquaculture on Xincun Lagoon, Hainan Province, P. R. China (1997-2002) and the impact of pollutants on aquaculture in Gamak Bay, Republic of Korea (2002-2006).

Other International Interests: The UGA Travel Medicine Clinic offers the travel medicine consultation by appointment to all UGA units and the general public. The clinic may be reached by calling 706-542-5575.
The clinic offers travel health information and appropriate vaccinations to students, faculty, staff and the general public. Registered nurses provide consultations offering CDC recommended immunizations, medical precautions, travel safety and tips on accessing emergency medical care. Information is provided on general health risks of travel, risks of contracting diseases related to international travel and methods of prevention including vaccinations. Consultations include an updated computerized report about health issues to consider while planning your trip, and resources for maintaining your health while abroad.
The clinic also provides vaccinations against common diseases such as MMR (measles/mumps/rubella), influenza and hepatitis B. Appointments are necessary.

Full travel consultation appointments require up to 30 minutes, and should be made four to six weeks prior to travel to insure adequate time for immunizations and preparation. Please call to make an appointment.
FEES AND INSURANCE
This is a fee-per-visit service. Individual fees for service vary depending on your comprehensive consultation and the number of vaccinations required. Payment is requested at the time of the visit. If your insurance company covers these charges, you may provide us with your insurance information and we will bill your carrier. Please call for more specific fees.

2000. Invited seminars on research associated with migratory shorebirds at the Bulgarian Academy of Science (BAS).
2002-2003. Fulbright position during which I taught a course in natural resource conservation history and approach at Sofia University, and within the BAS, I initiated research on Bulgaria's development of a national strategy for ecotourism, and on management of wild populations of Russian wild boar and their hybridization with domestic swine.
2004-2006. Development of a study abroad, service learning course with faculty from Sofia University and others, concentrating on natural- and cultural resource based tourism and its impacts on rural communities.
CROATIA
2002. Provided technical assistance and advice to several biologists and NGOs who are developing natural and cultural resource based tourism opportunities.
2003. Provided invited seminars to faculty, students, and staff of the University of Zagreb, Faculty of Veterinary Science and Faculty of Forestry. Topics included management strategies used to conserve and increase declining populations of wildife.

My experience is in developing and directing international service-learning programs for students at Rice University in 1996-1998. Students took a service-learning course during the regular academic year where they studied the causes and consequences of poverty in a specific country and worked with immigrants and refugees through local agencies in Houston. During Spring Break and in the summer, I took the students on a one to two week trip to the focus country where they volunteered with an agency serving the local population and met with a variety of local experts.

I schooled in Eritrea, Ethiopia, Nigeria (undergraduate:1968-1973), and France (1980-1983: post-graduate). I worked as a field veterinarian (1973-1978) and as head of Animal Resources and Fisheries (1978-1980) for the Eastern part of Ethiopia, in the Ministry of Agriculture for that country. While with the Ministry of Agriculture I organized, planned and conducted vaccination campaigns in collaboration with international veterinary missions from the UK and France under a pivotal program of the Organization of African Unity and Food and Agricultural Organization (UN). From 1983 to 2004, I worked as a diagnostician and vaccine development senior research scientist for major Bio-pharmaceutical companies in Europe (France) and the United States. I have developed several veterinary vaccines and diagnostic kits currently in the US market. I worked as a leader in projects involving in-process analysis of vaccine components. I am currently conducting research on new generation of rabies vaccines.

Other International Interests: Along with having interest in continuing my collaborations with dancers in Brazil, I have an interest in taking the re-inventing nature of social dance and the barriers-crossing nature of tap dance to people in eastern Europe and elsewhere. The origins of tap dance and swing dance in the rhythms of Africa; their development in the multi-ethnic tenements of New York City and other cities of the northeast U.S.; their place in the history of jazz music; their "creole" nature, i.e., their very existence as products of the coming together of opposing political-geographic-racial-ethnic forces - these characteristics permit tap dance and swing dance to be wonderful vehicles of personal re-invention and of community-building in regions where people are burdened by ethnic tensions, current and latent. I welcome UGA colleagues and potential external partners to consider how we might collaborate.

I have made four visits to Brazil, spending a total of nine weeks introducing Brazilian social dancers to specific styles of ballroom dance/dancesport taught in the international syllabus originating in England in the 1920's and increasingly danced around the world, and studying samba de gafieira, the samba danced by social dancers in the dance halls of contemporary Brazil.
I have an ongoing relationship with students and alumni of the Federal University of Pernambuco in Recife. Two students whom I taught in a four-week workshop in 1997 - Manoel Rodrigues and Luiza Helena - have founded a dancesport academy and performance company in the Cordeiro section of Recife. In 2005 I filled a two-week residency with them, setting two pieces of my choreography and consulting them: 1. related to their goals of developing in Brazil an interest in international style dance competition (currently the rage in many parts of the world and a possible Summer Olympic event), and 2. related to their interest in introducing to social dancers in other parts of the world the samba de gafieira (noted above).
Both goals 1. and 2. above will be furthered through the couple's one week residency in the Dance Department, Brigham Young University, Provo, UT and three week residency in the Dance Department-Ballroom Performance Group, University of Georgia March 13-April 5, 2006. The entire project is funded through grants I have received from the Georgia-Pernambuco Partners, Partners of the Americas, Washington, D.C.; and from Ethel Tison Chaffin, Athens, GA.
Approximately 350 University of Georgia students of dance will have contact with the Rodrigueses during their visit, as will 100 students at BYU and fifty non-UGA social dancers in Athens and Atlanta.
